From the "Manifesto for the Right to Food" to a European Initiative: the campaign that can change the future.

Since the Manifesto on the Right to Food, launched in Geneva in 2023, Opera Demopratica has embarked on a journey that has transformed a cultural document into a European legislative proposal. Following the 2024 Forum, the European Commission accepted the "Food Is a Human Right for All" initiative, which will open a signature collection on January 7, 2026. At least one million signatures are needed to initiate discussion on the recognition of food as a fundamental human right. At this stage, the goal is to build a network of 300 organizations across Europe to support the mobilization. Below is the article by Francesco Saverio Teruzzi.

Art can be defined as a peaceful revolution, and a peaceful revolution can be born anywhere. In Geneva, it was born from the refrigerator. It all began in the "City of Diplomacy" in 2023, when the Demopractic Work created the Manifesto on the Right to Food, a document that sparked a debate on a crucial issue: ensuring everyone's access to healthy, safe, and sustainable food.

A year later, in 2024, the Second Demopractic WorkForum on the Right to Food transformed that manifesto into a concrete, international proposal. More than sixty representatives of European civil society gathered to develop a text that could become the heart of a European Citizens' Initiative (ECI), the democratic instrument that allows EU citizens to propose laws directly to the European Commission.

The result was immediate: on July 8, 2025, the European Commission officially accepted the initiative entitled Food Is a Human Right for All. The signature collection will open on January 7, 2026: at least one million signatures will be needed, with minimum thresholds being met in seven Member States, for the proposal to become a subject of legislative discussion. Why is the right to food important? Because it is not an abstract concept. It means that no one should depend on charity for food, that the quality of food is not a privilege but a guaranteed right, and that Europe recognizes food as an integral part of fundamental human rights.

Today, millions of people across the continent suffer from food insecurity, while unsustainable agricultural models, waste, and economic inequalities exacerbate the situation. European legislative action is therefore not only necessary, but urgent.

For the ECI to be successful, simply waiting for the signature collection to open is not enough. In this preliminary phase, work is underway to build a strong coalition of support. The goal is ambitious: to involve at least 300 organizations from across Europe—associations, unions, movements, NGOs—committed to spreading the campaign, mobilizing communities, and supporting the signature collection. Each of these organizations will have a decisive role: transforming the initiative into a transnational movement capable of reaching citizens and institutions, speaking to the peripheries and urban centers alike, uniting generations around a common value.

This is a historic opportunity. From January 7, 2026, we will face an unprecedented challenge: collecting more than one million signatures to affirm that food is a universal human right. It's not just about numbers, but about the concrete possibility of influencing European policies and contributing to a more just and sustainable future.

What began as a cultural manifesto in Geneva is becoming a European legislative proposal. And today is the time to unite, build alliances, and prepare for the great mobilization. Because guaranteeing the right to food means guaranteeing dignity, health, and life.
